Project Need:  Due to natural changes in the Koyukuk River, the original Huslia boat landing area became extremely unsafe and difficult to access. Problems included extreme erosion that continued to slough material into the river, steep terrain, and limited space for parking personal watercraft. A new boat landing was selected by the community about one-half mile upriver.

​EBSC Engineering:  

  • Provided planning, design, permitting, and construction support.
  • Addressed environmental permitting and NEPA requirements including: Environmental Assessment, Wetlands Permit, Fish Habitat, and Mining Permit (for local sand/gravel).​  
  • Implemented the use of Geotextile materials with the local material (sand) to create a structurally stable roadway foundation; far more cost effective than importing gravel from a distant rock source.
  • Assisted with subsequently-funded grant applications. ​​​
  • ​Coordinated with the BIA-Roads, Alaska Region to address all design requirements for Federal Funding. 

Construction Support: Nancy Elrod, P.E. of Elrod Engineering, LLC., remained onsite for the duration of the construction project and provided workforce hiring, training, construction management and administration, record-keeping and reporting. EBSC provided all pre-construction documents, including safety plan, traffic plan, project schedule, erosion control plan, etc.

Cost Effectiveness:  ​The project was completed ahead of schedule and under budget via force account. Remaining funds were used to support additional Huslia transportation needs.
